It's an old holdover from when all officers were nobility or gentry simply because they were the only ones that knew how to read a map. Education was expensive so the people who were educated enough to be officers had the money and status to demand better quarters. As time went on, the divide between officers and enlisted became cultural and by now the tradition is so deep that we honestly don't know how to run an army otherwise.
