The thing that set the Qin and later Han dynasty crossbows apart from other types of infantry crossbows is their long powerstroke. You can have huge pondage steel bows that reach 1000lbs but due to their short powerstrokes their power isn't that much more than a 100lbs recurve bow or longbow with much longer powerstrokes.
