The bottom 20% are given the option of additional training but on a supervised basis at a camp etc. In the meantime revive all of our old units as new regional militia (not Class A, but something new for trainees) formations, revive the Canadian Airborne Regiment. Return respect and recognition to the Infantry with a return of all royal honours. Exempt all PAL/RPAL requirements for anyone who joins up. Allow open carry and concealed carry for new Home Guard ranks. Open up all the closed firing ranges and provide free ammo for guys to practise with their own rifles (lets be honest it will be 95% 7.62x39) as part of their militia stipend. Use the idled car factories to build buses and trucks and then make the old guys drive people around so units have 100% organic mobility. Prohibit eviction, foreclosure, or any type of civil prosecution for volunteers, and write all debt in their names to 0% interest as long as they are mustered on strength. This won't solve the deployability problem but it will at least begin the process of creating a national framework for specialized mobilizations AND will generate a genuine federal security capacity with teeth. Everyone already owns guns and gear, within half a year you can have a million men at arms domestically.
