why trawl a garbage patch when fresh nylon is better and can be very effectively used on a printer? why not use biodegradable corn polymer like PLA+? why not use already commonly recycled ABS/ASA?

Short answer, no.
Long answer, still no but for reasons. Filament plastics are very specific types and purities of plastic. You want pure (enough) ABS or PLA for adhesion and strength, moreso for printing resins. Plastic waste is all manner of plastics, elastomers, bits of metal, seawood, wood, paper. For collectable plastics, the best recycling is to burn it in filtered incinerators. The best reuse is probably things like those plastic-wood chip composite benches because it can be incinerated afterwards. For recycling thermoplastics like the HDPE in shopping bags that can be readily separated in the waste stream, something like a Kingston Press can turn them into flat stock. The meme about ten years ago was "why can't we 3d print used soda bottles" and the answer there is simply that it's the wrong type of thermoplastic, and no one liked that answer. Many of these materials could be chipped and mixed with a binder, then printed but it's a waste of effort. Just collect and incinerate it, along with the litterers.

It's actually Flips doing the dumping now because they get everything wrapped in plastic from China and they don't care about the environment. The people there don't give a fuck and just throws shit anywhere. No joke, there was a Philippine exchange student in my uni class back in the day. This guy would just toss any wrapping or trash on the ground even if there was a trashcan close by. I never buy biodegradable plastic bags or other packaging stuff because just falls apart into (ultra)fine particles that will remain in the soil for another 10+ years. If they are biodegradable you need a special composter that creates environment (heat/pressure/humidity requirements) that allow the plastic to "dissolve" and even that does not secure it's 100% ECO friendly.

Yes it would work, but the quality would be poor because you have a mix of PET, PETG, PP, HDPE, PU and others. The specific plastics all have different ideal working temperatures. You would need to adjust your print settings for the current mix of polymers. Contaminants will also degrade print quality.

Sorting and cleaning the plastics will be mandatory to having any success. I'm sure there are methods to stratify amd sort bulk microplastics, but good luck, you're probably better off burning difficult plastics as a heat source (after drying in the sun)

Most plastic degrades under UV light, with some exceptions like ASA.

Also, some plastic like PLA is chemically rather fragile.

Essentially, all plastic organic polymers are either vulnerable to UV light, high temperatures or chemically not very inert. There are some exception which are great at specific areas like PTFE (Teflon)/ PFA for unmatched chemical resistance but they are vulnerable to UV light.

Then there is of course PEEK, a high performance polymer which does kind of have all the great properties you would love, but it's also supremely expensive.
