Winchester had to do it because they had previously over extended themselves and needed to save money to get back to a point where they could be profitable again, but the drop in quality was noticeable and their reputation suffered immensely which fed into a gradual death spiral for the company.
My 1962 win is notably high quality. And I have a 1968(?) that is notably lesser.
Winchester was getting killed as soon as the Remington Model 700 came out at a significantly lower price point, but more importantly winchester took one look at how easy the M700 was to make and realized they had to cut machine time somewhere to stay relevant. Also there were millions of surplus mausers to sporterize if you wanted controlled feed for some reason.Nobody was begging for them to go back to the controlled feed model 70 until the 90s when the surplus mausers became too expensive to sporterize.
Also remember that Miroku made Winchesters since the 60s in JapanWinchester made a lot of awesome (especially pre-1980s) 22 LR bolt actions
