Winchester had to do it because they had previously over extended themselves and needed to save money to get back to a point where they could be profitable again, but the drop in quality was noticeable and their reputation suffered immensely which fed into a gradual death spiral for the company.

I should add that my 2010 M70 ss featherweight is as good or better than any rifle I own. It is my most accurate, too.
