GLONASS does work, most of the time at least. The issue is that:
a) they fixed it pretty late (during the 90s not all the satellites were up there to give a reliable coverage);
b) there was never any local industry to use them, so if you wanted a nav unit it was 99 out of 100 a gps unit, let alone if you want something cheap, reliable and so on;

AFAIK the only mass product specifically tied to GLONASS (instead of just "supporting it", like most modern nav units in phones do now) is their own ERA-GLONASS project, i.e. a bootleg GM OnStar wannabe, which the state imposed to be installed in cars.
