Afaik their materiel situation isn't great, but they're pretty solid in terms of infantry tactics and well-trained junior officers to lead with a fatter reserve of them than most countries these days keep, so they can replace the experienced/trained leadership that dies or becomes invalid, something both Ukraine and Russia have been struggling with. Hence the Norks do decently in Ukraine, because they've focused on the thing that both belligerents aren't that good at due to their forces originating from the USSR and its rapid advance mobile/armoured thinking, meanwhile it's pretty much the backbone of the North Korean force iirc since they'd be mobilising millions of footmen in any prospective war against the south and could never really afford all the materiel that modern thinking requires anyways. Give them half decent equipment and they hold their own. Even if I'm totally wrong, it's better to overestimate because when push comes to shove, either you were right and did your homework or you steamroll them that much easier.
