The biggest issue is they legally couldn't be and its only been a few years since they tried using loopholes that still have a lot of catches. They are dismantling all of their export restrictions next year though which coincides with this entry into this program. As for what they would be selling, probably AAMs/AShM/SAMs, radars, lasers, maybe their new OPV class. Missiles are the most promising though as they have their GPI, HGVP, XAAM-6, Type 12 improved, a new SHORAD, Type 03 is getting an ABM software package. Then there is GCAP as this framework would probably make it very easy to export to any European country in terms of legal framework and also financing for such an expensive airframe now that FCAS is kill.

That over the next decade you could build 100 ICBMs and all the associated infrastructure required to ensure you've got an actual credible strike capability even if you opponent tries to first strike you doesn't give you much until you actually do build it.

You do not need even close to that amount for an effective deterrent. Norks have around a dozen non-MIRV ICBMs in their missile command and that is enough where 3 world powers on their door step don't fuck with them. Japan with like 1 of these with a MIRV warhead would already magnitudes more of a threat than North Korea. Most estimates put Japan as needing a few months to a year max to fully establish a nuclear deterrent which is plenty of time for their established defenses to hold up.
