The USN can't into cheap and effective. They can only do expensive and effective. This might sound bad, but most countries are expensive and useless. There are many reasons for the US to be this way but the main one is a project will fail if it doesn't line a Congressman's pocket. Cheap projects will have low payouts. Simple as.
