Punch daggers are thoroughly into the "difficult to justify reasonable use" category of self-defense weapons.
You stab a man in the eyeball with a pencil, it's difficult to argue pre-meditation. You stab them with the "stab a man in the eye 3000" knife and it's pretty clear you at least considered the possibility of using it to stab someone in the eye.
I don't think it is any more or less effective than any other knife, but it for sure as shit isn't ideal in a court of law.

I've known some and at some point in life they have had bad self esteem due to failures (e.g. bullied fat kid who as a child cried to get what he wanted, then tried that in middle school) and they had to make shit up so people wouldn't bully them even more and while they sort of redeem themselves professionally, they never redeem their damaged personalities and practices. They just can't stop lying, it's their (somewhat merited) concept of a "safe place".

This is obviously just one reason, probably accounts for 1% of cases or something.

Self Defense situation with a cold steel recon tanto is my only real world knife experience. I have some of the other cold steel knife daggers they feel awkward and I have boxed, nothing golden gloves but some armature matches in my 20s and I couldn't see myself using that type of knife. If its the only knife I had? Ok fine, but if I have options its a fixed blade or a meaty folder like the recon. That and I was in the ZogARMY we carried fixed blades but i personally never got that close other guys I am aware of used a fixed blade with great success.

He with 1/75 Rangers jumped into Kuwait at 91. No, it wasn't inside Iraq, but near the border. His commander was the one that called it a singleton mission and that he went alone. His commander wrote he left for mission on a bus/van filled with smelly Afghan locals aged from 7 to 70 that he didn't speak to. There were no Afghan commandos nor did they exist back then. If he acted like a retard to get through a checkpoint that were more shakedowns to collect a toll, I wouldn't doubt it. During the follow-up mission to snatch the guy there were Afghans part of it used to drive the trucks up front while the operators hid in the back.

The point of a scout carry left hand knife is to create space in a surprise grapple to draw your pistol. Although you would probably keep your left hand on your rifle and fight there until you have the space to draw your pistol and use that to win the grapple.

The point of a boot knife is to draw while deliberately crouched or to bring your foot to your hand when you are already on your back.

In general a pistol is an actual self defense weapon and a little training and effort will get space to draw and use it mid-grapple. Obviously you would draw before the grapple in a real self defense situation if you had enough warning.
