I believe the HK P30 can be carried with the hammer forward and safety off or with the hammer cocked and the safety on. You just need to have the safety on before cocking the hammer back; if you cock the hammer back and then put the safety on, it'll act as a decocker.

Yeah, no don't try that. The safeties on the pre fs 84 models just get hung up in between safe and fire and the gun won't go off when you want it to. You can not carry any of the 80 series guns cocked and locked, if you think that's what you're doing, you're doing something wrong.

What are you asking for specifically?

DA/SA hammer fired with a manual safety?
HK USP, Taurus PT92/99, CZ-75, lots of options here.
A striker fired pistol with a Glock style trigger safety but also a second strike capability?
That's a lot less common, but Taurus G3s have a double action second strike capability while normally functioning as regular striker pistols. They also have a manual safety and internal firing pin block safety as well.

The closest thing I can think of to your weird specifications (if you meant internal safety instead of external) would be any HK hammer fired gun with a light LEM trigger.

Cz 75 based guns you can carry locked and locked and have a second strike capability ( ones with safeties), But the safeties are not what I would consider good. Nothing like a 1911.

What you need is a Walther P99. It has an DA capable trigger, but you can carry the gun in striker mode with a doulbe strike. No safety.
