Torpedo nets only work when humans are attacking you, not drones. Some Italian frogman riding a torpedo into a British port absolutely will not just commit suicide, he'll only drive the torpedo if he can line up a shot and then swim away as the British ship suffers damage and draws all the attention. Historically it has been a similar situation with any other method of attacking ships in port. You need a sub, special forces, or air planes to land sneaky attacks on the ships, and those guys are vulnerable. The point of the net is just to tilt the odds that they will succeed down enough that the enemy would be foolish to risk important assets attacking you in port. Attacking someone in port isn't a pitched battle most of the time, it's a sneak attack.

If you can develop drone AI to the point where the torpedo can just punch a hole in the net, then it is just an economics game where the net just slows the torpedo down. It's okay for the entire attacking force to be destroyed so long as it does more damage to the enemy.

The real solution to this is to enhance detection around your ports and equip patrols with weapons like depth charges. In theory it should be possible to deploy defenses that are cheaper to make than advanced underwater drones.

The fact that Russia has got hit repeatedly with small boat tactics and haven't hired their ally who is a expert in these tactics for port security is beyond stupid. Nork harbor security boats and mini subs fit on traincars, the port should have been swarming with them when Nork frogmen weren't blowing up random stuff in Ukrainian ports.

I don't understand how Russia is so dumb: There is a clear long term threat and Ukraine is probably MORE vulnerable to the same tactics as Russia. The reason i suggest Russia engage in the trench warfare version of submarine warfare is they cannot do it themselves. Russia is losing the naval war on the Black Sea, the DPRK is their only option for reinforcement.
