The anchor is because the wire might be booby trapped. Just laying some razor wire with mines attached to it is incredibly inconvenient to breach and basically takes a platoon to push a squad threw even the most simplest barrier like this if it has direct fire covering it.

Also they probably have all the cover around their barrier presighted for artillery, so if you start to breach it (obscuring it will be a tell) then you will all die from mortar fire

If you just lay the board on the wire you would have to stomp it down a few times to get it flat, which leaves you standing up and exposed for a few extra seconds
Since any given wire obstacle laid by a competent defender is being watched, standing up for even a few seconds longer than is absolutely neccessary could be fatal

Also just hitting the dirt and getting back to cover in general is a good thing if the wire is being watched. The actual surprising thing is that they're breaching with a piece of plyboard which I'm guessing isn't something carried by a dude in every platoon when you have bangalores or the modern APOBS which all the combat engineers will have.

If you have the anchor/grappling hook, couldn't you reel it in and simply cut the wire with some clippers? The wire would retract and clear a much bigger opening, and you wouldn't need to haul around a big plank.

Sure, but it's going to retract, not extend out even further. Basic physics says it can't yoyo back any farther than you've pulled it. Unless you're actually holding onto it with your hands, it seems fairly foolproof.

Still gotta perform the breach, and in combat you're not going to always have the best equipment. Ideally this wouldn't be a mechanical breach and you'd breach with explosives like bangalores or APOBS

Engineers will “usually” breach wire, and they always come with vehicles. Plenty of space to carry ply board, and if you don’t have it you can just cut the wire and walk through. Also, if you’re trying to infiltrate without being noticed, blowing up the wire is a bad idea lol

They are training for conventional warfare. Heavily mining miles of wire is extremely costly for the enemy in terms of time and material. If it’s mined it will be small munitions. When you see stuff like this it’s better to imagine that this little section is part of a much larger battle space, it really helps you wrap your head around the training.

Look at the anchor man’s posture, helmet on, head low and exposing as little of his body as he can. This is the risk you take. Those helmets are well rated for shrapnel.
