Because that was an unknown part of this op until SBU just made their post today.

This is a big deal because there were only eight of these made and only one assigned to the Black Sea.
There are seven remaining in service and Russia needs them in three other places.

It is either HIV infected mothers more common in russia, giving drugs with dirty needles in russia or HIV infected people having sex with children under five is really that common in russia.

It's going to be mother-child transmission. Babies being born with HIV is a stat you follow in high HIV populations.

Interestingly, it's not a given that an HIV-positive mother will infect the baby, the womb/placenta is pretty good at protecting the fetus from viruses and the transmission risk is way lower than you'd think.

You should always put pregnant or nursing mothers on antivirals, obviously this doesn't happen in all countries.

It takes blood and it usually requires open sores in the mouth, absorption through the gums doesn't seem to happen or only vanishingly rarely.
Even the only known case of absorption from fellatio involved oral syphilis as well.
