Denmark, Sweden and Finland would not do 3 separate programs, but one together. Making weapons grade plutonium, building conventional ballistic submarines and making their own ballistic missile. Having total control of the production line from start to finish to launch if it ever comes to that. Germany, Poland, Italy and Spain would each do their own thing. Hungary and Czechia would maybe do a program together. etc.I could definitely imagine the small countries all going together and do their own program. Even if they can´t be bothered to build a plant to make weapons grade plutonium, they could definitely make some simple bombs with enriched uranium. A simple farmer with a propeller aircraft and a 20 kiloton dumb bomb is still going to make everyone think twice before they fuck with Malta.
