So I'm looking at the ballistics of 00 buck from a shotgun and...it's basically 9mm tier. 9mm pellets at 1200 fps with effective ranges of 50 yards.

Are shotguns a meme?

Typical pistol wounds poke a hole and also stretch surrounding tissue, but the stretching is not enough to tear that other tissue, resulting in the hole usually being the only meaningful damage.
An individual buckshot pellet wound is comparable. But a shotgun wound can be more than the sum of its parts. Several pellets hitting close together at the same time will collectively stretch surrounding tissue to a greater extent, beyond the point of tearing. So short range shotgun wounds aren't just several holes near each other, but also a bloody torn apart mess of a collective entry wound.
