Most of the people who made the important decisions on what to procure, how much to beg congress for, and how to manage procurement programs were RIF'd or retired. Programs that have been on-time and on-budget since then have been rare.JSF, being the (sorta, given that it used unique budgeting that tried to account for all expected costs over the next 50+ years when almost nothing else does that) most expensive military procurement program of all time, was naturally under a bit of a microscope. And this was more or less the "last hurrah" of the "Reformers", who were active from the late '60s through ~2020ish, and who never met an advanced system they didn't want replaced by a "cheaper, yet somehow more effective" alternative (somehow, it never was).So, there was a lot of suspicion around the program. And boy, did the first guys in charge of it mess it up! It wound up several years late and several billion over-budget. JSF earned its hatred.And then, the old management team retired or got promoted (I don't believe any were ever punished or reprimanded), new guys came in, and slowly began to fix the program. The weight issues got fixed. The price came down--way down, to the point where flyaway cost is cheaper than a new F-16 with the latest gizmos. The horrific logistics system has been at least partially replaced, although there still seem to be some issues at last report. The only major issue left with the F-35 at this point is the Block 4 upgrades. New fighters with the hardware entered production this year, but refits to the thousand already in service are now expected to take until '31, and cost $16B instead of $10B.tl;dr JSF was a terrible procurement program, and then it got better. For lots of different reasons, people still love to hate on it.
