Spitball idea: Have state units ever considered having their own procurement programs as a means of keeping smaller arms manufacturers alive?

Western arms makers had to experience heavy consolidation in the 1990s and 2000s which has led to an industry that cannot produce at scale. If the defense industry was unhooked from national level procurement frameworks, smaller companies could have frolicked and the modern day scaling issue for missiles, rounds, ships, drones, etc wouldn't be a problem.

Has any other nation adopted such a plan? Its too late for the USA since every state's military assets are centrally controlled.

Yes, some platforms need to be able to integrate but integration standards are already a thing. Each state or militia can have its own defense manufacturing ecosystem in addition to contributing to national procurement programs/logistics chains.

Not really no. Most States National Guard units are dependent on both state and federal funds. The few states that actually have a "State Guard", are unfunded and damn near unsupported. The only state with a decent Guard is ironically California.
