Any thoughts on them? Do the State Guards of individual states have any meaningful presence and role, or is it better to let things be handled by state national guard units? What's their budget, manpower, and equipment compared to federal forces?

They're state-funded paramilitaries effectively. They operate entirely within the state's own borders.

Outside of couple of states they are essentially deactivated and have no military roles outside of wearing camo

State funded and state controlled militas.

They're like the national guard but they get no federal funding and the President has no ability to command them so they can essentially serve as the Governor's personal army.

In practice they can either be anything from a National Guard light who can act as light infantry or additional border guards like in Texas, glorified traffic cops and disaster relief people who only show up to events and state disasters to offer aid, to chronically underfunded LARPers who sit around in a barracks being made up of obese Bubbas and Fudds pretending to be soldiers a few weekends a year.

A few cases they've been disbanded for being filled with Nazis, LARPers, and Crazies who wouldn't pass joining the national guard or Army

Better for whom? State guard/militia was the standard since colonial times until the national guard was created by the federal government. The feds offered money, but with the caveat that they could federalize the force. This was done to strip states of paramilitary forces and thereby their sovereignty.
