If you're half-decent at statistics, you can actually get pretty good information on exactly how likely each one of these is to occur, and then if you put them all together, you get the mathematical odds that the weapon will not do the job. Obviously, the weapon failing to do the job is not ideal, so you add more weapons until you're well over 99% odds that at least one of them will get the job done.
