Here is how tanks can win.The chain doesn't need to be very thick, just strong enough to support a very high RPM, and also collision against drones.Even if the chain breaks, the spool can just release more chain.There should be some dynamic counter weight to keep things balanced.

Most tanks are used in urban combat so they're practically useless. However they could make a low power AI-guided railgun (1 kilowatt or less) that fires a salvo of magnets at a very rapid rate to shoot down drones trying to approach
This is a really good idea, the top 90 degrees attack could be prevented by adding a spear on the top of the rotating thing.
I finalized OP's design.If you add a flamethrower at the top. there will be no blind spots for any drone attack.
