It's probably better than 9mm for most personal protection scenarios but not better enough to convince anyone to pay the cost difference. Many cartridges fall into this category. .357 Sig, .45 GAP, .38Super, all have a niche where the excell against more common calibers. But the difference is small enough that Johnny Everyman couldn't justify the cost difference. Also, turns out shooting nigs in the right spots matters alot more than what bullet you shoot them with so improvements to ergonomics, optics and illumination have taken priority for the past few decades.5.7 is honestly an example of a cartridge breaking this cycle. .300BLK is another one. They lived in obscurity for the first 20 some years of their existence but now, many manufacturers make guns and ammo for the cartridges. They'll never be as cheap or popular as 9mm or 5.56 but they aren't going away anytime soon either.
.40 S&W and .45 ACP are the best available semiautomatic pistol rounds..38 Special is the best overall self defense/urban combat revolver round..32 H&R Magnum is the best compact ankle-revolver round.(as th other anon posted, niche calibers/chamberings exist in between all of these; larger magnums and 10 mm Auto are good for game hunting, LR target shooting, or if a minority of users train specifically for their deployment in urban combat/self defense)
