(the doctrine of) Strategic bombing was, yes.
Bombers as combat aircraft were continuously under development for decades since World War One.
After World War Two, the jet engine arrived and task of 'bombing' was handed off to other multi-role mil aircraft. By the 1960s, after ICBMs ans SLBMs came into wide service for nuclear weapon delivery, the intercontinental strategic bomber had become a limited role niche weapon.

In many ways, World War II could be seen not only the peak and diversity of (different types of) bombers but of combat aircraft types, variations overall.
