But how do you balance R&D, acquisition, TCO, asset value, total service life expenditure?

Much of what western forces buy is peak capacity hardware which essentially holds its value until the west sells it to T2 powers for the same price as acquisition (typically for commodities), the R&D is a cumulative cost across the industry base (military corporate welfare payment) and the service life is a strange concept in itself when many systems are never deployed in anger.

I put it to you that many of these costs are essentially inverse to each other. If corporate paid R&D, acquisition through tender reflects that. If it's internally sourced unit cost is a spook because it came from payroll.

Good strategic value, now that's far simpler. Because the strategic context is established, the tactical outcome is often established or surmisable.
