I put it to you that many of these costs are essentially inverse to each other. If corporate paid R&D, acquisition through tender reflects that. If it's internally sourced unit cost is a spook because it came from payroll. Good strategic value, now that's far simpler. Because the strategic context is established, the tactical outcome is often established or surmisable.
