Jimmy Carter put an embargo on advanced weapon sales to Latin America in the 1970s because most countries back then were military dictatorships. Israel had no such restrictions and kept selling weapons to the region. The Carter embargo was lifted in 1997, long after the region had gone full democratic. In the meantime several countries got used to using Israeli weapon systems and developed good relations. Same reason a lot of countries use or used French equipment.

A lot of countries use Euro equipment. French is an example I already gave.

Russia is a big nono, unless you want to get on Washington's bad side. Peru did buy Belarussian MIGs, and Venezuela has the S300VM. China is a new player and unproven, and also carries geopolitical risks.

Israel has good equipment, Latin Americans are familiar with it, and no geopolitical risks.

It's one thing to lose sales to France or Israel, but it's another to have Russian arms make inroads in the region.
