It does not include training basic weapons skills. If a high-up officer can shoot, it's basically because they are a "cool" officer that has passion for the job and does it on their own. The position does not require it and any "tactical" / "squad" / "individual" level skills are remnants of whatever they were before they got promoted to captain/major.This is somewhat true with a lot of professions - a lot of IT directors can't type or code for shit, but the ones who can are given more respect and arguably understand their underlings better.
