They're probably building them to the new EX standards. The Israelis have also become more confident in their ability to neutralise enemy air defences with their F-35s, and presumably have decided to transfer their F-15s to a full-time bomber role, with a few extra airframes to fill out the force.

This is the official procurement contract for the first 25 planes.

This contract includes the NRE (non-recurring engineering) costs for the F-15IA in order to integrate Israeli specific electronic warfare, weapons, and datalinks. The contract also includes spare engines (120 of them, some of them intended to update their older F-15I airframes in the fleet), logistics/maintenance infrastructure in Israel. As well as high-fidelity modern flight simulators specific to the F-15IA.
The contract also includes depot modernization for the existing Israeli F-15I fleet and this $8.6B contract includes a bunch of MLU kits for those F-15Is.

So yeah, the $8.6B is buying a LOT more than just 25 new F-15s.

Technically, like the airframes where they've asked for 50 but are only order 25 right now, they've asked for 120 engines, but are likely only ordering ~60-70 in the current $8.6B contract (25 twin-engine jets need 50 engines + a dozen or so spares).

But just like the contract is open for israel to buy 25 more jets, it's likely also open for them to order another 50-60 engines.
