the balance of power is that russia is backed into a tiny corner and everyone else is on nato's side, it's just that nobody else is yet willing to get directly involved in the war, and quite frankly their help would be more appreciated on land than on sea, as ukraine pretty much has that covered by now, taking control of the northern black sea without even really having a navy.

F-16 can carry LRASM and other anti-ship missiles. If an LRASM makes contact with a frigate or destroyer, then it would be a very bad day for the warship.
Black Sea is a death trap. Not somewhere any ship would want to be due to anti-ship missiles.

Any future conflicts around the black sea are dependent on the outcome of the current war more than the acquisition a few aircraft. If Russia gets any significant coastal gains they'll probably rebuild the black sea fleet and be more relevant in future discussions, if they don't they won't. Turkey remains the most relevant player either way.
