Depends. If a more developed nation wanted to, they could probably at least make it a much more miserable experience. Pretty much any NATO nation you care to name has better IADS hardware, a reasonable number of actually serviced aircraft and military C2 that's more likely to actually be able to muster some kind of defence in time.

AFSOC SEAD relies heavier on counter-MANPADS, jamming and drone use, facilitating tasking for larger targets to regular forces.
