Hello fren. Beginner shooter here. I have some 200 hours of AR15 training and have never seen anyone to operate the charging handle this way. I just tried it at home and it is straight up impossible. Also it looks like she is reloading; in that case you only need to hit the bolt release button.

Her thumb is going where the bolt release is and so it's not necessarily an inaccurate reload for pantomiming it but it's a very very weird way of doing it.

It is a Colt XM177E2. Colt would make a short M-16 carbine for special forces long before the US adopted the M4.

She is pushing the bolt release lever with her left thumb while using her fingers against the carry handle for additional leverage. Normally you can just use the palm of your hand to slap the bolt release for the same effect, but this would work just fine.

It's a shorter carbine version of the M16, probably an XM177 or a CAR-15. Basically a proto-M4.

She isn't doing it to keep the magazine from falling out. The empty magazine has already fallen out, a new one has been seated, that motion is to release the bolt (which had previously locked back when the last magazine had run empty) so that it can strip the first shot from the magazine, thereby pushing it into the chamber and allowing the rifle to resume firing.

On a closed bolt firearm such as an AR-15/M16/M4/CAR-15 you need a cartridge in the chamber FIRST in order for it to be fired, the powder cycling the bolt back, ejecting the case, and cycling the gun for the next shot.
If you reload before the rifle is empty you just change magazines and then you're good.
If you run it to empty a tab on the follower of the magazine trips the bolt hold open. In that case you need to change the magazine and then manually release the bolt as you see in the video clip.
If for some reason it's empty but the bolt ISN'T locked back you'd need to use the charging handle which on the AR-15 family is a separate T-shaped component more towards the back of the carry handle.

The alternative is open bolt operation where the bolt is locked back when ready to fire, and is released by the trigger. You typically see that on SMGs and belt fed machine guns.
