Is SEAD dead? Apparently you can just bounce radar waves off the ground to make it look like the ground target is at a different location than it is, making it effectively impossible for anti-radar missiles to target the ground vehicle.

ECM and ECCM is a game of constant counterplay. The SEAD crew generally has an advantage over the air defenses as air defense is often static and it may have a known location before SEAD engages, in that case fooling an anti radiation missile doesn't work if it is a GPS/terrain association missile. Plus we are far into the era of machine vision.

Dont know, he never mentioned something like that but he did explain famous "microwave oven under wooden mockup" myth: It wasnt an oven, it was a spoofer supplied by VTI (Military-Technical Institute) that mimicked radar signature. When soldiers were interviewd by some reporters about what they do, they said "we shine microwaves so they bomb them, not us" and reporters, not knowing the difference, thought they ment ovens. They actually tie into OP about ground reflecting radars because they were used to spoof smaller signatures. If anybody is interested I can write more about it later
