Hard kill is the only long term solution, even RF drones will have optical lock at range capability with autonomous terminal guidance soon enough meaning they can lock from outside jammer range.

The question becomes what is the best hard kill and we'll see a lot of different things enter service before we know the answer.
Anti-drone drones will be decent for intercepting at range, AAA will be good for point defence, microwaves might get some love depending how much the cube squared law fucks them, lasers will be tried but I have doubts about their all weather capability.

So you can't forsee any use for sub-meter CEP PMGs with 20km range than can be carried by infantry outside of Ukraine?
Even with an extremely liquid front drones are going to be the cheapest PGM by an order of magnitude so why not use them until hard counters are common?
