Why does Japan always have such a strong navy?

Once they started taking the idea of a navy seriously: Decided to try a few different things before settling on buying from the best at the time, Britian, until they learned to do it for themselves. During the interwar period they were very willing to invest in new technologies. (And ignoring some treaties also gained an advantage...)
The biggest drawbacks during WW2 were the branch infighting, inability to develop radar to the extent the US and UK had, and not modernizing AA fast enough.
Even with the post-war limitations placed on Japan, they made some pretty decent ships. Not that some of those restrictions are being lifted during design process, it's interesting to see where they go.

RN could actually do anti-sub warfare, Japan was total shit in that regard. Basically their only advantage over the RN was total number of aircraft which could sortie. Which is a big deal but the Bongs were superior in general.

They didnt. Historically its had a completely dogshit navy. Only Meiji and forward did they have a good navy. Previous to that they were known for having an absolute trash one.
