Its airpower stategy centered around interceptors and supersonic nuclear capable bombers -- the former to stifle American SEAD and the latter as a strategic deterrent against conflict in the first place. Instead of focusing on meeting American airpower with commensurate capabilities, Russia focused on air defenses. It's the most classical example of asymmetric warfare.
