so russia did some damage to ukraine's power, heating, etc. how much does this impact ukraine's war effort? obviously the soldiers on the front don't feel it immediately, but this sort of thing could potentially lead to problems for the state's finances and stability, like happened in serbia in 1999 https://www.rand.org/content/dam/rand/pubs/monograph_reports/MR1351/MR1351.ch6.pdf
