Many militaries would probably work around the advantages provided by 'unconventional' sources of military strength, especially those which are expensive to counter without already having some hard counter (such as aircraft to destroy armored trains). If the country is small, advantages provided by these potentially money eating ventures would be negligible, and overall probably work against the nation rather than for it.
