Basically, yes. If you do a little history reading about the actual numbers involved in the specific units when debating the brigade/division divide, you'll find it's basically a semantic larp.
When real combat happens, the natural size for an all-arms unit seems to gravitate to about 6000. Brigades get expanded and divisions get chopped up to match that.
