Because this is cope and propaganda. Typical russian regions are way more poor and fucked up than ukraine. Wanting to annex ukraine was about getting a shot in the arm of russia, getting additional population, land, economy, resources and so on. Instead they're starting to import pajeets.

There are basically two main factors for the war from the RU perspective:
a) "rational" (what passes for rational from RU perspective);
b) "ideological";

The land, people, resources and other crap is from the rational set. It's not only about just people or farmland, there are specific companies, infrastructure, know-how and other shit russians wanted. Like Yuzhmash, like KB Yuzhnoe, like the docks of Mykolayv. Like the underground gas storage facilities. Like the pipelines into Europe. Even the barely alive Antonov aircraft corporation was among their desired goals. Basically all of the old "soviet" inheritance. They've spent 20+ years and failed to replace most of that with local stuff. They desperately needed and wanted that. The funny part is that ukies would've given that to then in partnerships and such, they've tried time and time again during 1991 - 2014, but the gopnik mentality of russian couldn't fathom any win-win and mutual-beneficial relations, so they'd always fuck it up and try to fuck over ukies. On top of that are the people. The regime deems that russia can't be competitive in the world market because their stuff is "unfairly blocked off from western markets" (yes, they think like that), hence for any modicum of success if needs a larger internal market as a way to prop up the local economy. Getting 40 million additional people whom share a lot of prior history and are (were lol) close culturally was deemed as an obvious option for that.

Now the ideological portion is about rebuilding the empire and denying ukies the right of existing as an independent culture, nation and country. - a country that is "similar enough" can't be allowed to be successful, since success without the guiding hand of the "dear leader" is heresy, remember how RU retards got ass blasted when they've invaded in 2022 and saw that even suburbs can have normal asphalt and street lights? "who allowed you to live this good" and all that;

So yes, the cost of all of that is nowhere near normal for the benefit they wanted to get, but they deem that the results would be used for decades to come, so it's still okay, even if they're destroying their own country for them. Besides they unironically believe that it's just two more weeks and ukraine falls. They've believed that in 2022 and they still believe it now. They are like the gambler that just needs another spin to win it all back, they can't stop now.
