In theory, hollow points should be useless against armor due to the DT multiplier but for single-shot weapons that already do lots of damage, like the Medicine Stick, you end up doing so much damage anyway that the enemy's increased DT doesn't matter. This is why the Shotgun Surgeon perk is mandatory if you plan on using shotguns, as the individual pellets do almost no damage and so can be stopped by a fairly low DT.
