Snipers were a very real threat to generals, if you were the only one on a horse, you'd get off the horse immediately and fight on foot, or flee to somewhere safer. A general must direct a battle not get shot off their horse attacking individual enemy troops. I'm sure it happened, some generals, at some points in time, for show or recklessness did it, but the officer saber was not a cavalry saber, was not for fighting on horse back, even if the officer was mounted.
