Why a saber in the first place?
Foils weren't of any use in the field, officers were often political figures not really soldiers at all, so where German officers liked the foil, and their side swords might thus be rapiers, short dueling swords, the saber was the hacking sword for someone who probably had no idea how to fence. Again, feature of side swords.

So why a saber over something like a gladius? Bayonets rather than spears being the primary infantry weapon, nobody having shields. The issue with officers swords is sort of to protect the officer from their own men, an assasin, angry soldier. Pistol and saber are both sort of personal defence weapons.

And while cavalry of the period existed, the didn't necessarily fight on horse back, officers didn't necessarily fight at all, cavalry charges were really the way of the dinosaur at this point, though cavalry might ride down enemies, and a general though mounted, wouldn't want to fight the enemy hand to hand at at, mounted or not, even if they led such an action. Snipers were a very real threat to generals, if you were the only one on a horse, you'd get off the horse immediately and fight on foot, or flee to somewhere safer. A general must direct a battle not get shot off their horse attacking individual enemy troops.

I'm sure it happened, some generals, at some points in time, for show or recklessness did it, but the officer saber was not a cavalry saber, was not for fighting on horse back, even if the officer was mounted.

No. Cavalry charges and melee on horseback was common in Europe until the late 19th century. The american revolutionary war just had comparatively less cavalry engagements because not many people were trained as cavalrymen, there was a bottleneck of suitable war horses and due to the terrain, vast distances, and the previous reasons dragoons were more useful.
