What would the military usage case be of a ship propulsion system that could go faster than the theoretical maximum limit of 21724.406 knots or (alternatively if that's too big a number to comprehend) reliably break the sound barrier over water without breaking the ship?

Yea, at that point you need a few terrawatts of power to actually push the ship through the water, not taking into consideration the actual stress on the hull.
At that speed we need to either leave the water, or add a fusion powered blowtorch to the bow that vaporizes the water as you push through.

The only way to get fast in water is supercavitation while submerged and even then you are going to be limited to ~90% speed of sound in the air you are traveling in because any functional low speed hydrodynamic geometery is going to be terrible supersonic aerodynamic geometry.

If you really want to go fast make a seaplane / ekranoplan.
