The M11 is acclaimed as an excellent special forces tier pistol. Why didn’t sig just modernize it to make the M18?

How young are you that you don't remember the Sig Pro/SP2022? It was a "modernized" P229 in the way that it used a polymer frame and was cheaper, and it was better than the P320 in every way. It was commercially successful throughout the 2000s, and it still got pushed aside for the P320 because striker-fired pistols give higher profit margins and military/LEO organizations like them because they're easier to train retarded recruits to use them.

“Sig” as in Sig-Sauer is not the same company as SIG, the Swiss arms company that created the P22x series.
“Sig-Sauer” is an American company that was created for the purpose of importing SIG and JP Sauer and Sohn firearms to the US. At some point they started making their own guns, but to be clear, they are not the same company as SIG in Switzerland, which is why guns like the P320 are so soulless.

Nah, p229 is a pretty mid gun. Not USP levels of mid but still very underwhelming. After Sig sigged up the design back in the later 00s or early 2010s they have plenty of reliability issues too, to the point that they were sued by LEAs who bought the guns under contract and were delivered shitty post change guns instead.

There's only on final solution to the ((Sig)) problem at this point. Getting the same vampire who's fucked over every other gun company he's ran out of there and gutting the thing to build it back up

Sp2022 was a very underrated handgun for the prices they went for. That being said they were never commercially successful compared to the rest of sigs lineup in the US. It was a handgun that only existed because of a large french contract, they already had set up to make the things so they sold them commercially too. It was a redheaded stepchild of their product line as their brand identity at the time was almost entirely hammer fired metal framed Da/sa guns for the people who didn't want to swap to polymer striker fired guns. I like the thing but they were never popular.

Because regardless of the merits of the 22X series it just wasn't what the military wanted in the XM18 program. They specifically wanted something smaller, lighter and more modular. The Sig P320 fit that criteria very well, and Sig had a good reputation therefore it was selected. If they wanted a metal framed DA/SA pistol they would have just stuck with the Beretta 92 series.

Of course because they rushed adoption, skipped most of the testing and Sig underbid the contract the pistols they got had a lot of problems. These are not problems that can't be fixed, but a lot of heartache could have been avoided with proper evaluation, some design revisions and perhaps a less aggressively underbid unit cost.
Military guns do get used a lot, it pays in the long run to spend an extra buck to ensure you get a product that lasts a long time. It also pays to spend enough to actually get what you ordered, but both Sig and the military are learning that lesson now even though none of this is new in the world of military procurement.

It is a shame that the SP2022 didn't get as much love as it deserved, but it was in a crowded market. At that time you couldn't swing a dead cat without hitting a dozen polymer framed double stack DA/SA 9mm/.40S&W pistols. Now it is a sea of Glock clones instead, so the 2022 looks practically exotic by comparison since it is hammer fired.

What really ground my gears is that Sig did the FN thing and made the 2022 only accept a new magazine pattern even though they could easily have made it take the existing 226, 228 or 229 pattern but they really wanted to wallet-rape everyone who bought one. Their OEM magazines were stupendously expensive for a budget gun, which was also common practice at the time.
