Honestly, while China might, emphasis on MIGHT be stupid enough to try it, I don't think it'd go well for them even if America doesn't do anything major.

Consider how Russia was perceived before the Ukraine debacle. Sure, lots of people here will claim they "always knew it was a failed state" or some-such hot air, but the truth is Russia, especially its military capabilities, was severely overestimated. They had already gotten away with one land grab in Crimea. Even as a glorified petrostate, it was able to project an effective image as a genuine regional power. A step down from the USSR at its heyday, but considering all the territory they had lost, that's not bad at all. Putin was certainly a corrupt oligarch, a dictator in all but name, but he came off as cunning at least. Well-spoken even, if you knew Russian. But of course, as we know now, it was all a mirage. Their army looked worthy, but it turns out that was only skin-deep. There was immense corruption that had completely taken the innards out of their military and when they went for anything larger than a quick blitz salami slice, they find themselves struggling to take on a country a fraction of their size.

While China is objectively much more populous and wealthier than Russia, I'd wager they've got a similar issue going on. If anything, their military might be an even larger paper tiger than Russia, as the PLA has less combat experience besides stick-fighting with India. Not to mention, Taiwan is a much harder target to invade than Ukraine. It's why the communists didn't take it in the civil war in the first place. If the Chinese are foolish enough to try to full-on invade Taiwan, they'll suffer a catastrophically pyrrhic victory at best. If they're smart, they'll just try to institutionally capture Taiwan in 20-50 years via corruption and buying politicians/officials.

China can't afford a war with Taiwan.
China will get embargoed the way the Chinese are going to try and embargo Taiwan. The Malacca strait and Panama will close to Chinese shipping. China will lose access to Europe and the Americas.
China's economy will implode, overnight.
Generations of Chinese sacrifice and savings will be wiped out by the decisions of a corrupt oligarch.
Amassed PLA troops are likely to get nuked. If China amasses troops for an invasion and it's entire army is wiped out, that's game over. It doesn't matter how China retaliates, the PLA is the source of their power.

There doesn't even really need to be a formal embargo cause issues for China. A simple matter of "there is going to be a shooting war in the SCS and anyone transiting is likely going to be considered either a combatant or enemy materiel" is going to be enough to skyrocket shipping insurance rates - or see no one willing to risk insuring ships at all.

I don't think that would do much to dissuade them, they're banking on the idea that once the shells start flying, the fall of Taiwan is a foregone conclusion and it's better for everyone to make it as bloodless as possible. If you knew for a fact that Taiwan was getting overrun either way, would you embrace negative growth for the next 5 years just to make a point? Say you're a politician, do you think your voters will agree with you?

Just going "oh yeah! well now you can't use the Panama Canal!!" is the equivalent of a sternly worded letter, especially considering the average container ship is far too large to do that anyway. They have to expect Chinese flagged ships to get Belgrano'd en masse if they make a move, or it's just "acceptable losses". A couple of seized container ships is nothing compared to what they'd lose on a full scale amphibious invasion.

Just a point of correction, it is not true that the average container ship is too big to transit the Panama canal. The 400 meter ULCCs are, but they don't work the western hemisphere anyway. The 360 meter VLCCs are the largest that visit American ports and they can transit the Panama after the lock size increase.

The calculus and stakes for Taiwan are a little different from the Ukraine.

In the Ukrainian case the Budapest Memorandum was "Give Russia your nukes in return from a guarantee from them not to invade you etc" where the parties were the possible belligerents and the others were observers/underwriters.

In the Taiwanese case, America ended the Taiwanese nuclear weapons program, not China, in return for security guarantees.

The Ukraine falling due to inaction from undersignatories would guarantee every middle power in the world would develop a fast break out capability.

Taiwan falling due to inaction from America would basically guarantee that no one would ever do a deal with America again, and every middle power would develop multiple secret WMD programs that could never be simultaneously be shut down, with only one publicly acknowledged WMD capability for deterrence.
