It was more like Renown charged in and gave both of them an ass kicking so I don't think that one counts. Both of them ended up fleeing from that fight.

The Royal Navy outnumbered the Kriegsmarine 3:1 even after Dunkirk and there was never more than ~6 Uboats active in the Atlantic at any one time? Can't see it happening honestly.

She was a commerce raider, so probably doesn't make a difference. She's still going to fight cruisers (where 11 inch is fine) and run from battleships.

No. Germany would struggle to manage its resource needs across the board in the process of constructing Z-Plan ships and while they're doing this, the Royal Navy will be continuing its own planned development as a counter. Whatever happened, Germany was likely to be significantly outstripped by its main rival.
