Artillery as we know it is never invented because we can throw rocks obscene distances. When we get to thrown explosives the armor and fortress age end much earlier. Air travel isn't as popular nor cavalry as you have moderate combat load freaks jumping around.
I don't know how gravity would impact combustion engines or even hydraulic/pneumatic systems beyond the obvious felt weight difference, but I imagine the physics would get very strange

Depends on how low the gravity needs to be and what OP means by artillery. Arguably we already have munitions that can hit every inch but that's missiles.
Something like a modernized railway gun probably doesn't need gravity to be zero to reach further.
Might be able to get an atmosphere of only dense gasses and whatever fucked up reality comes from that.
