Take the action out of the stock so it's easier to work on. Spray some penetrating oil in there and give it some time to work.

been soaking the cutoff in oil
I've been trying to avoid taking it out off the stock but i think I'm going to have to do just that

Take it out of the wood and use PB Blaster. Shit unstuck a fully siezed gun once; couldn't believe it. Had to sit it in a disposable aluminum foil pan but it worked. Need to work it back and forth though; don't try pushing it all the way right off the bat. Push, pull, push pull. It will get easier each time but you might try it a couple times and put it back for another 30-60 minutes. Go slow and you're less likely to break or mark up parts.
