This brings up an interesting question for me.
If, by sheer happenstance, I observe a Chinese fishing boat illegally operating in coastal waters off a country I am a citizen of - and again, by sheer happenstance - happen to own a sloop with a brace of cannons and have twenty drunk friends - could we legally attack and capture said fishing boat, and seize it?

I've gotta say, I'm mighty unsatisfied with my current career, and I'm kind of liking the notion of becoming pirate king with a fleet of commandeered Chinese fishing boats.

The truth is that they're all retirees and students that usually distance themselves from violence. The best you get is gluing or changing themselves to something to be a mild nuisance. My mom was part of Greenpeace for a while but left since the local branches were cultish, management didn't give a shit except earning more money from donors and their campaigns focusing one one issue before jumping to the next without anything actually getting done.
The local leadership was also amateurish and reckless, during some exercise the team leaders tried to trick them that it was real and they needed to go into a van without being seated for some blockade action, mom told them to fuck off and went home. The van was later stopped by the police and everyone was fined.

Aside from all the laws you break acquiring the armed drones in the first place that cause you to be arrested by the ATF/FBI or whoever on terrorism charges before even getting onto the water...

You'd sink one boat at most and then die to the return fire.
China has a coast guard militia on those boats who are armed, you could reasonably assume small arms and some stash of MANPADS and certainly some anti-drone EW or microwave guns or something.
And if that's not enough, they have a frigate just over the horizon who will come fuck you up if they call.

Then you have to remember that you're one boat and you're attacking a fleet of thousands.

The chinese illegal fishing fleet is a priority target in this context as they have an especially nasty habit of parking just outside protected waters in order to access the protected fish populations nearby.
They also do the same thing with territorial waters in order to systematically over fish stocks that local communities depend on for food
