They ironically make more durable katanas than Japan, since the only thing you're getting out of Japan are rare traditionally made swords.China will get you a sword with a modern spring steel for a couple hundred bucks that will BTFO any Japanese sword. If you want to actually use it, especially as a learner, China is easily the way to go. If you want a really cool (expensive) wallhanger, Japan is great.
As far as swords go one of the dumbest bottlenecks is industrial logistics. From what I can tell, 1/4" or 6mm is an insanely common thickness for bar stock. That makes swords feel dead in the hand and like an incel subreddit, a few extra mm of steel genuinely makes the difference between a good feeling and a shitty handling sword. And since most original 18/19th century sword started at 7-9 or even 11-12+mm thick at the ricasso, that lets them grind down the blade to really shape the feeling in hand. Also why Patent Solid Hilts where the grip has a sandwich construction and a full sized tang feel a lot better in the hand or more lively because there is more steel to start with. All this to say many non-custom sword makers suck because if they dont source their own spec steel, they are using standard stuff which fucks them from the gate. LK Chen in China like others have mentioned seems to actually be bucking the trend and sourcing proper thick steel. It is less economical and has a lot more waste but whatever. TodCutler/Tod/you know who I am talking about has some pretty robust knives (even if my rondel had an off-center tip grind) so it can be done. So when we get to India which HAD but no longer HAS an artisanal skilled trade class with literally millennia of cumulative experience, they're gonna be looking to profit maximize and use 6mm barstock, shitty heat treat (which can be fixed yourself if you are determined), and have what are effectively long rulers with bevels on the side instead of feeling like actual swords.
