How would you benefit militarily/politically if SBU had full unrestricted access to MAX? Identify units on the frontline? Spam their relatives about their death to create panic? They've basically got the green light from the goyvernment that yes, they'll be blocking uncontrolled IMs so the market will be cleared out for them and the goyvernment will push their stuff by forcing people in, so they've had to redo things to make it less broken and retarded.
