KF-21 isn't even their flagship aircraft but they've decided to develop it anyways in order to push out all the aging fleets of F-4 and F-5 with it. And not only that, they're already working on a 5th gen upgrade kit that's planned to roll out in the 30s. This is possible because KF-21 was already designed with a reserved space for IWB in mind.
